Zentralbank kritisiert Landreform

Windhoek - Für den verfassungsmäßigen Ablauf der Landreform erhält die namibische Regierung von der Zentralbank Anerkennung. In ihrer Schriftenreihe über ihr 5. jährliches Symposium bedauert die Bank jedoch, dass die Landreform und Neusiedlung "sehr langsam" voranschreite. "Fragen der Landnutzung in den Kommunalgebieten werden gar nicht angesprochen", heißt es in der Denkschrift über "Landreform, Ungleichheit des Einkommens und Linderung der Armut", die am Dienstag herausgegeben wurde.

Die Schrift über die Landreform gehört zur Publikationsserie von insgesamt sechs Dokumenten, die ferner folgende fünf Themen behandeln:

1. Wachstum, unausgewogenes Einkommen, wirtschaftliche Entwicklung und Bekämpfung der Armut.

2. Diversifizierung der Wirtschaft

3. Finanzpolitik

4. Namibias Potenzial der Ausfuhr nicht-mineralogischer Produkte

5. Elektronischer Handel - Auswirkungen auf das Finanzsystem

Die Zentralbank schlägt vor, dass die Regierung die Kommunalgebiete in das Neusiedlerprogramm einbezieht. Weitere Optionen sieht die Bank in einem veränderten Auswahlverfahren für Neusiedler sowie in der Dezentralisierung des Landerwerbs und der Neusiedlung. Ferner plädiert die Zentralbank für erhöhte finanzielle Unterstützung und fachgerechte Fortbildung für Kleinfarmer.
